The Interstate 494 Design-Build Phase II Reconstruction, Hwy. 5 to I-394, through Eden Prairie and Minnetonka, MN, consisted of the reconstruction of the existing interstate to accommodate an additional through-lane in each direction. The project extended a distance of 7.8 miles and included full roadway construction, the construction of 13 bridges, and the reconstruction of several ramps and interchanges. Roadway construction consisted of concrete pavement with bituminous shoulders.  Several noise walls were constructed within the corridor along with the installation of utilities, lighting, ITS systems, concrete median barrier, fencing, and guard rail.

Stork TCT provided Materials Control Manager duties including oversight of QA/QC field and laboratory testing for the Minnesota Department of Transportation.  Stork TCT was responsible for collecting and reporting test data to the appropriate Mn/DOT offices, ensuring that the requirements of the Mn/DOT Materials Control Schedule were met, coordinating testers and inspectors to perform field oversight of the Contractor’s Quality Control Program, creating checklists to aid in field observations, and performing inspections and field and laboratory testing when needed.  Stork TCT personnel also were responsible for documenting material exceptions and receiving material certification and acceptance from the Mn/DOT Materials Engineer.

In addition, Stork TCT field personnel observed and inspected the Contractor’s work and created documentation daily describing the work.  Discrepancies with the project plans and specifications were immediately brought to the attention of Mn/DOT personnel and to the Contractor’s QC/QA personnel.  Inspections performed include excavation and embankment construction, test rolling, aggregate base placement, and concrete paving.  Stork TCT personnel also performed field and laboratory testing including sand cone density testing, moisture testing, DCP aggregate base testing, Proctor testing, sieve analyses, and plastic concrete testing.
